My pepper plants are two to three inches tall and full of fruit and blooms; what should I do to make them grow?

Until your plants reach a reasonable height remove the blossoms to promote a sturdy plant. Ones they have reached 6'; to 8'; then let them bloom. Add nitrogen rich fertilizer for leaf and plant growth. Switch to potassium/phosphorous rich fertilizer once the fruit starts growing. Shore them up with mulch to keep the moisture in the soil. Water them daily, but go for moist and not wet. Make sure that they're getting the maximum possible sunlight. Pepper plants generally like moist soil, lots of heat and lots of direct sunlight. Cold weather will really kill your plant growth. I would definitely pinch off all of the fruit and blooms. Plants go into survival mode when stressed, and will attempt to make seeds before they die.





If they are indoors, get them into compost rich soil outside as soon as possible. Those are not happy plants.
A dose of fertilizer high in nitrogen will promote stem and leaf growth-at the expense of fruiting. But at three inches tall the plants certainly need a bit of stem and foliage growth.
They need to be planted outdoors or in a 12'; or larger pot. After that, have patience. It's still Very early in the season. The plants will grow!
use tomtorite plant food once a week, this will make you some good peppers
