Okay, so Bloom was this educational psychologist and Bloom's Taxonomy is a classification of ';levels of intellectual behavior important in learning';. The lowest level is knowledge, next up is understanding, then application, analysis, synthesis and finally, the highest is evaluation. So you have to demonstrate that you have studied one of those topics at each level, especially the highest one, is what I'm thinking. Every topic on that list can be a good topic, the key is to pick the one you find the most interesting, then do some research. Bloom's Taxonomy is used in education a lot to construct assignments that target different levels of thinking. For examples, Google ';Bloom's Taxonomy questions'; or ';Bloom's Taxonomy Verbs.';
Minimum wage could be an interesting one. On one hand, it's awesome for people who work service industry jobs, but you also need to think about how raises affect small businesses.
the answer to your 1st question can be found at wikipedia (address below), and for the 2nd question, are there any of the topics that you feel strongly about? That usually makes research easier. Good Luck!
