None of my pepper plants have bloomed! A few leaves are falling off they look fairly healthy used Osmocoat?

Answer: probably too much N and too little P.

If the Osmocot you used had too much Nitrogen and too little Phosphorous, your plant is continuing to grow in ';vegetative'; mode. Most flowering and fruiting fertilizers will have very little Nitrogen with more Phosphorous and a balanced Potassium analysis.

Plants need phosphorous to flower.
